LOCAL CONTRACTORS BIDDING POLICY AND FORM |
|
Local Contractor Preference Policy WHEREAS, the Board of Roscommon County Road Commissioners (RCRC) supports local contractors, and
WHEREAS, several local contractors have appealed to the Board to adopt a policy similar to those that they face in other communities, and
WHEREAS, the County of Roscommon currently has a similar policy, and
WHEREAS, the Board has sought information from the MI Department of Treasury, other county road commissions, and RCRC’s legal counsel, and has found no opinion contrary to such policies,
NOW THEREFORE BE IT RESOLVED, that the Roscommon County Board of Road Commissioners adopts a Local Contractor Preference Policy with terms listed herein: The Board at its sole discretion may choose to implement said Policy.
A Local Bidder is defined as a business with a minimum of three (3) county residents as employees and maintaining a year-round office within the county limits.
A Local Bidder whose bid is within 3% of the Low Bid Total and all things being equal, may be awarded the Contract. To assure that the Road Commission receives the best price, the Local Bidder must match the Low Bid Total submitted; as determined by RCRC Administrative Staff Review and Recommendation.
Notification of this policy is to be included in all future bid advertisements.
